Min-a Seong of Public Administration Department Became the Young Fellowship Recipient of the KAPA

Min-a Seong (Adviser: Professor Sook-Yeon Won), a Ph.D. student in the Public Administration Department, became the Young Fellowship Recipient of the Korean Association of Public Administration.


The Young Fellowship is a program to support Ph.D. candidates who studied public administration in Korean universities, aiming to enhance the inclusiveness and excellence of academia. Min-a Seong will receive twelve million won for a year-long research titled “Relational Approach and Person Approach to the Generational Differences in the Effects of Public Service Motivation.”


Seong’s research focuses on generational differences to demonstrate how public service motivation (PSM) works differently by generation. Conventional wisdom was that public officials would show a high level of PSM, but the organizational behavior of millennials and Generation Z in the workplace, which are significantly different from older generations, put such wisdom into question. This research will adopt multidimensional approaches to answer why PSM levels dropped over generations, focusing on the ethical leadership of the boss and the self-leadership of the individual.


“It was such a pleasant surprise for me to become the KAPA Young Fellowship recipient because there were so many outstanding candidates,” said Min-a Seong, expressing gratitude to the KAPA. “The fellowship boosted my motivation and confidence to continue my studies. I will work harder to become a good researcher who can help younger generations of researchers.”
