Professor Hyekyeong Kim Successfully Provided an International E-learning Course with the Asian Development Bank

On the Use of Digital Technology to Improve Health Financing Business Processes

Education for High-level Officials of Health Ministries and People Working in Related Industries from 15 Asian Pacific Countries


The team of Professor Hyekyeong Kim at the Department of Health Convergence provided an international e-learning course with the Asian Development Bank (ADB). From May to June, this course gave lectures for high-level officials of health ministries and people working in related industries in Asian-Pacific regions on the Use of Digital Technology to Improve Health Financing Business Processes. Professor Jeonghoon Ahn at the Department of Public Administration and Professor Minah Kang at the Department of Public Administration took part in designing the course and providing the lectures.

This international e-learning course was designed to introduce the current state of digital technology in the Korean healthcare industry in the age of the Fourth Industrial Revolution and provide opportunities to achieve the goal of universal health coverage (UHC) for Asia-Pacific countries that are facing the rise in healthcare costs. One hundred and ten high-level officials of health ministries and people working in related industries from fifteen Asian-Pacific countries (Armenia, Bhutan, Cambodia, Georgia, Kyrgyzstan, Nepa, Mongolia, the Philippines, India, Indonesia, Sri Lanka, Maldive, Tonga, Uzbekistan, and Vietnam) attended the e-learning course.


The course offered ten online lectures under five modules – introduction of national health insurance service, better reimbursement for healthcare providers, healthcare benefit design, digital technology in the healthcare industry, and digital transformation – via Ewha Cybercampus. Online lecturers were Professor Hyekyeong Kim, Professor Jeonghoon Ahn, Professor Song Vogue Ahn at the Department of Health Convergence, and researchers from the National Health Insurance Service and the Health Insurance Review and Assessment Service. The team also provided Q&A sessions for the lectures, online tests, and real-time group discussion sessions for checking and sharing what the participants learned.


In-person workshops also took place from July 3rd to 7th (Mon-Fri). The team of Professor Hyekyeong Kim invited twenty-two high-level officials of health ministries who completed the e-learning course with excellent grades to Korea. In the five-day workshop, the participants took lectures on the Current State of Information Technology in the Korean Healthcare Industry, visited public-sector organizations such as National Health Insurance Service, Health Insurance Review and Assessment Service, and Healthcare Information Standard and innovative companies like Kakao Healthcare, Lunit, Noul, had a discussion with people at those organizations and companies, and learned knowledge and information about the Current State of Information Technology in Korean Healthcare Industry, as well as sharing important issues in their countries.

“I hope this e-learning course will be an opportunity to share important issues in each country and find strategies for saving healthcare costs and achieving the goal of UHC in developing Asian and Pacific countries by providing advanced knowledge and information about Korean IT,” said Professor Hyekyeong Kim.
